Hoy was a four-year letterwinner from 1978-81, helping lead JMU's transition from Division III football (1978) through Division II (1979) to Division I-AA (1980-81). Starting on the defensive line his first two years and linebacker his final two seasons, Hoy recorded more than 100 tackles in each of his four seasons, including a school-record 167 his senior year, and finished his career with 503 combined tackles, ranking second on JMU's career chart just three behind NFL All-Pro Charles Haley. He still has the top two, three of the top five and four of the top 11 single-game tackle efforts in JMU history, including the school record of 26 accomplished twice in his career. The Dukes' Most Valuable Player as a senior in 1981, Hoy was also recognized that year as an Associated Press Honorable Mention All-America. He also competed in track and field for JMU, where he was ranked on the top-10 list in the indoor and outdoor shot put. In his freshman year, he also helped JMU to an 8-2 record and a No. 9 national ranking in its final Division III season.
