Jennifer Phillips serves as JMU Athletics' Executive Associate Athletics Director for Competitive Excellence and Senior Woman Administrator (SWA), providing leadership and oversight for the department's NCAA compliance, student-athlete services, student-athlete development and integrated health and sports performance units. In her role, Phillips works collaboratively across the department to support student-athlete success while ensuring institutional and NCAA compliance. She also supervises the women’s basketball program, leads the department's Title IX efforts and serves as JMU Athletics' designated Senior Woman Administrator.
Phillips has been a member of the JMU Athletics leadership team since returning to the university in 2008 as Assistant Athletics Director for Compliance. During her tenure, she has held several progressively responsible leadership roles, including Assistant Athletics Director for Compliance (2008-12), Assistant Athletics Director for Compliance and Senior Woman Administrator (2012-17), Assistant Athletics Director for Compliance, Student-Athlete Services and Senior Woman Administrator (2015-17) and Senior Associate Athletics Director for Student-Athlete Development and Senior Woman Administrator (2017-25). Throughout her career at JMU, she has expanded her leadership portfolio to include oversight of student-athlete services, student-athlete development, Title IX initiatives and sport supervision responsibilities, before assuming her current role in 2026 with the addition of integrated health and sports performance oversight.
Prior to her return to Harrisonburg, Phillips served as Assistant Athletics Director for Compliance at Gardner-Webb University. Her career in collegiate athletics also includes positions as Director of Compliance at West Virginia University, Assistant Director of Compliance at James Madison University, Compliance and Financial Aid Coordinator at the University of Colorado and Specialist with Carr Sport Consulting.
A respected leader at both the conference and national levels, Phillips currently serves on the NCAA Membership Committee after serving on the NCAA Division I Council, the NCAA Strategic Vision and Planning Committee and the NCAA Division I Amateurism Fact-Finding Committee.
Phillips earned a Bachelor of Science in Business Administration with a concentration in Business Management from West Virginia University in 1999 before completing a Master of Science in Sport Management the following year.
Phillips is the proud parent of two children, Jaxen Phillips, Skylar Ragab, and son-in-law Omar Ragab.
